This printed memorandum is a report prepared by the General Staff, War Office, dated 31 Aug 1918. It is a summary of the Hejaz [al-Ḥijāz] Revolt (commonly referred to as the Arabic Revolt) in the context of the First World War, covering the period June 1916 to December 1918. The memorandum is marked 'Secret' and 'This Document is the Property of H.B.M. Government' (folio 75).
The summary contains an index (folio 76) with the following chronological sections: 'Narrative of events from June 1916 to December 1916'; ''Narrative of events from January 1917 to November 1917'; 'Narrative of events of December 1917 and summary of the situation at the end of 1917'; 'Narrative of events during January and February 1918'; 'Narrative of events during March and April 1918'; 'Narrative of events during April and May 1918'; 'Narrative of events during June 1918'; 'Narrative of events during July 1918'; and 'Narrative of events during August 1918 and summary of the situation up till the end of August 1918'.

The bulk of the file is comprised of reports on various military, intelligence, and propaganda issues variously called 'the Arab report' or 'Arabian Report'. The file also contains reports on the massacre and forced migration of Armenians during the War, as well as intelligence gathering efforts by British officials on Indian Muslim political mobilisation in support of an independent Arab Kingdom in the Hejaz or the Ottoman Empire, often described as 'Pan-Islamist' in the file.
Most of the correspondence relating to Pan-Islamist political mobilisation is conducted through the transmission and translation of newspaper articles in Iraqi, Egyptian, Indian, Syrian, and other Arab publications.

The file concerns the assumption by the Grand Shereef of Mecca [Grand Sharif of Mecca, Ḥusayn bin ‘Alī al- Hāshimī] of the title 'King of the Arab Nation' in 1916, and subsequent discussion by British officials of the implications of the move, and suggestions of alternative titles. The British were concerned that recognising the title would compromise treaties acknowledging the independence of other Arab chiefs.
The papers include: reports by the High Commissioner, Egypt, Sir Arthur Henry McMahon; reports and discussion of the issue by the India Office, the Foreign Office, British officials in the Middle East, British diplomats, and the Government of India; suggestions for alternative titles by McMahon, the French Government, the Government of India, and others; the vital importance, in the British view, of supporting the Sharif's military operations against the Ottoman Turks (e.g. folio 134); the question of whether to allow the circulation of the newspaper Kibla in Egypt in order to inform the Egyptian public of the Sharif's move, 1916; references to the views and actions of Lieutenant-Colonel Thomas Edward Lawrence [T E Lawrence] (e.g. folios 6-7); the British decision that the most suitable title for the Sharif would be 'Malik- el-Hejaz', translated as 'King of the Hedjaz [Hejaz]' (folio 36); and discussion of the reactions of Bin Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd].
The French language content of the papers consists of approximately ten folios of diplomatic correspondence. There are no papers in the volume dated 1917 (for which, see IOR/L/PS/10/638).
The file includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references contained by year. This is placed at the back of the correspondence.

This file contains correspondence related to Ibn Sa'ud's [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd] relationship with the British Government and the Ottoman Empire (and to a lesser extent, Kuwait) including the impact of the First World War. In addition to internal correspondence between British officials on this topic, the file also contains a large amount of correspondence from Ibn Sa'ud himself, in both Arabic and English translation.
The principal correspondents in the file are Captain William Shakespear; Political Residents, Major Percy Zachariah Cox and Major Stuart George Knox; Political Agent in Bahrain, Major Arthur Prescott Trevor; and the Ruler of Kuwait, Shaikh Mubarak al-Sabah. The file also contains of copies of letters sent from various Ottoman officials to Shaikh Mubarak (folios 189-198) and a number of copies of letters sent by Saiyid Talib Pasha [Talib al-Naqib].
In addition to correspondence, the file contains several extracts from the diaries of the Political Agencies in Kuwait and Bahrain related to political developments concerning Ibn Sa'ud and the following documents:
• a 'memorandum setting forth the position as regards Bin Saud for guidance at the time of contemplated meeting with him' by Major Percy Zachariah Cox, 1913 (folios 154-158);
• a memorandum on meeting Ibn Sa'ud by Captain William Shakespear, December 1913 (folios 171-172);
• an account of a trip to Riyadh in 1914 by Captain William Shakespear (folios 219-222);
• a memorandum entitled 'A Contribution to the History of Tribal Fights in the Shamiyah Desert' (folios 426-429);

The majority of the files contain correspondence, reports, letters and telegrams between the the British Political Agent at Bahrain and the British Political Resident in the Persian Gulf at Bushire, as well as with ‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd (Ibn Sa‘ūd), various local rulers, Yūsuf bin Aḥmed Kanoo, the Government of India, the India Office in London and the British Consul in Basra.

This file contains papers regarding Ibn Sa‘ūd's increasing power following his conquest of al-Hasa and his relations with Britain, Turkey and local rulers, including Shaikh ‘Īsá bin ‘Alī Āl Khalīfah of Bahrain, and Shaikh ‘Abdullāh bin Jāsim Āl Thānī of Qatar (ff. 197-198, 200-202), as well as the commencement of the First World War and the death of Captain William Henry Irvine Shakespear.

The volume contains correspondence, and India Office Secret Department minute papers, mostly relating to French policy regarding the Hedjaz [Hejaz or Hijaz]. This correspondence largely consists of: copies of telegrams between the Foreign Office and the British High Commissioner of Egypt (Sir Arthur Henry McMahon, followed by Sir Francis Reginald Wingate); and copies of correspondence between the Foreign Office and the French Ambassador to the United Kingdom (letters from the French Ambassador are in French). It also includes some correspondence between the India Office and the Foreign Office.
The volume includes correspondence concerning: the proposed French civil and military mission to the Sherif [Sharif, also spelled Shereef in the correspondence] of Mecca, Hussein ibn Ali al-Hashimi; the proposed pilgrimage to Mecca of Muslims from Algeria, Tunis and Morocco, arranged by the French Government; correspondence regarding the reported requests of King Hussein for the employment of Muslim doctors from French colonies in North Africa in the Hedjaz, and for a wireless telegraph installation in the Hedjaz to connect Rabegh [Rabigh], Jeddah and Mecca; and the British desire for the withdrawal of the French Military Mission to the Hedjaz.

The volume is the first volume of an official government publication compiled at the request of the Government of India, and under the direction of the Historical Section of the Committee of Imperial Defence, by Brigadier-General Frederick James Moberly. The volume was printed and published at His Majesty's Stationery Office, London.

The contents provide a narrative of the operations of 1914-1918 in Mesopotamia, based mainly on official documents.

This file contains correspondence regarding relations between the British Government and Abdul Aziz ibn Abdulrahman ibn Faisal Al Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd (Ibn Saud)]. The correspondence also discusses political developments in Kuwait including the deaths of Shaikh Mubarak Al Sabah (f 76) and Shaikh Jābir Āl Ṣabāḥ (f 138). Other regional rulers including Khaz'al Al Ka'bi, the Shaikh of Mohammerah and Shaikh Ḥamadān bin Zāyid Āl Nahyān, the ruler of Abu Dhabi are also discussed in the correspondence.
The file contains a detailed letter (ff 2-10) to Major Percy Cox, British Political Resident in the Persian Gulf, from Captain William Shakespear, former Political Agent in Kuwait (and then acting as Political Officer on Special Duty). The letter discusses Captain Shakespear's recent visit to Ibn Saud and outlines his attitude towards the British Government and lists the advantages of making Ibn Saud "a British vassal for good". The death of Captain Shakespear at the Battle of Jarrab in January 1915 is reported in the file on folio 26.
The file contains correspondence between Major Cox and Ibn Saud regarding the development of his relationship with the British Government and Ibn Saud's attitude towards the Ottoman Empire and Germany. The file contains a précis regarding relations of the British Government with Ibn Saud from January 1917. The précis was prepared for the Director of the British Government's Arab Bureau in Cairo by the Bureau's Chief Political
Officer in Iraq, it contains copies of a number of relevant letters and agreements between the British and Ibn Saud.

It is organised into the following chapters: the theatre of operations; the attitutude of Turkey; the inception of the expedition; landing of the expedition; occupation of Basra; operations against Qurna, 4-9th December 1914; consolidation of the Basra position; occupation of Amara, 3rd June 1915; operations on the Euphrates: capture of Nasiriya, 5th July 1915; naval forces and general situation, summer 1915: operations at Bushire and Dilwar: decision to advance to Kut; capture of Kut and decision to advance to Baghdad; Battle of Ctesiphon, 22nd November 1915 and retreat to Kut; operations for the relief of Kut: Townshend surrenders, 19th April 1916.
